Can you use videos in this app such as to make yourself "shrink" or look smaller in videos as if you can be as small as a doll

Videos? No. Still images like photos? Definitely (usually via the transform tool).

I'm not sure what you mean by videos. You can import still images and edit them in photoshop touch, but not videos.
