I shoot in Sony HDR XR 150E Camcorder in 1920 X 1080. But I wan't to edit my project in 720p. The raw files are in ".mts" format. How do I achieve this?

The usual suggestion is to edit in a sequence that matches your Source footage ( native) and then export to what ever you want eg a 720p codecXXXXX.
However...you can Create a 720p sequence and edit your footage with in that. There is an option you can set : 'Scale to Frame size'.
I recommend the first method... but you may have your own reasons for doing otherwise.
Actually my present Hardware is not so powerful to do a Full HD Edit though I'm looking forward to upgrade my system soon. Actually there are many small clips in my project so do i need to check the option "Scale to Frame size" for each one of it?
Can I just convert all the clips into 720p and then import them in premiere (720p sequence) for edit?

The resolution of the file will have little or no impact on the computer's ability to play the clips. That's more a factor of the codec used and the specific parameters of that codec. Meaning if you convert to 720 using the same codec, it'll be just as difficult to play back.
