Installing Flash Player

When attempting to download Flash Player - I get a message "Blocked plug in" I cannot begin the download process. How to I remedy this situation? I am on an iMAC 10.7.4

Recently installed Mountain Lion.

What's your browser?
Please go the /Library/Internet Plugins location and do you see any files for Flash Player?

When I go to Library.....I get a message saying that I do not have permission to open it????

I am using Safari.
