Your monitor profile is corrupt. Ideally, you should get a hardware calibrator and calibrate your monitor.
As a stopgap measure until you can afford the $100 for the calibrator, go into Control Panel/Color Management and set your profile to "sRGB IEC6196-2.1", which is the vanilla sRGB profile. This won't give you "correct" colours, but it will at least let you see your images in "reasonable" colours.

It might be that the monitor profile is broken, try changing it to sRGB and see if it fixes the problem.
If it does, it is not a permanent solution but confirms that the monitor profile is the problem. You will need to create a new monitor profile with a hardware device like Spyder one or Eye one display. See the screen shot for the lcation of the monitor profile.
