I have added tags to a pdf page and running the accessibility report still tells me that I need add tags. I have followed the directions from every angle it recommends and nothing works.

Without the PDF to view only general observations are possible.

If you used Acrobat to programmatically add tags you still have to work  out of the structure tree to determine if the applied were appropriate.

You'd have to manual check page content to determine what remained for manual application of tags or designation as an artifact.

Make sure that "Document is Tagged PDF" is selected in the Tags Panel.  This error will  occur if you tag the document manually.
