Form Flow with Footer

I am creating a form that has 5 pages. The first page contains two text fields that need to flow and push everything down below it. But, I also have a footer on the first page (but not any other pages below it). Is it possible to have the text flow past the footer onto the 2nd page and move everything down like a word processing document?

I am guessing my main page 1 form would be set to flowed, then wrap everything inside my first page that is not to flow into positioned subforms and my two textfields into flowed subforms. Would I set the footer on the master page but somehow make it apply to the first page only?

I'd do it with master pages I think.

Make one with the footer and one without. If you only want the footer on the first page you could set the master page to only display once - on the Master Page tab of the Object Palette.
