I'd like to have a single menu, with FOUR menu markers pointing to four separate clips. No matter which template I use (including many showing more then three main menu links), PrE alwasy opens a second menu page for anything more than three links.
Is this something I can overcome with clever template editing or is this a limitation of PrE?

For anything more than simple, and linear navigation, I strongly recommend using a full-featured authoring program, like Sony's DVD Architect. PrE does a very good job with simple Menus and Sub-Menus, and does so in a semi-automatic way, that will statisfy most casual users nicely. Beyond that simple approach, it is difficult to even alter the Menu Sets, because they have all the controls for that semi-automatic navigation.

Have you considered picking up a copy of iLife? It's relatively inexpensive, and iDVD makes authoring a DVD or BluRay a breeze!
If you prefer to do your disc authoring in Premiere Elements, http://Muvpix.com has a number of custom-created disc templates for the program, some of which include more than three scene links on the main menu page. (Many of these templates are free and the others are free to site subscribers.)
I'm pretty sure iDVD never burned blu-ray. iDVD is no longer supported/distributed by mac. I have Toast 11 - but it's menu system is only slightly better than crayons. At least it doesn't have the three items on the main menu limitation.
I couldn't find any free templates that would actually let me add more than three - one showed lots more in the example, but PrE simply opened a second copy of the menu on the fourth item - so I'm really thinking its a PrE limitation. And after studying description of the layers on Muvpix - I don't see anything there that limits scenes on the main menu - which means, again, its likely a PrE limitation.
AFter a bit of hassle, I could probably use a PC- so I'll take a look at DVD Architect too. If I had to do this all the time, I'd spend more money on the tools, but this is only the second one I've needed to do this year.
So, having studied the template referenced above, I managed to modify the template I wanted to use to allow more entries on the main window. A scene with "+" only in parenthesis can be duplicated. I converted some of the existing layers (that I didn't ened) to "+", though I could have also just duplicated some of the layers.
