Problems with Importing formats in F9, Win6.1.76

I generate a TOC in a book file and the content generates. But when I import formats from my template, the master pages do not apply correctly.

Some paragraph formats do not update, and my variables don't update consistently.

This also happens if I place the TOC template in the book (renamed with the correct name) and generate my TOC at that point.

I've been away from FrameMaker since v7.2 and it appears as if more has changed than simply the GUI.
