I can't get the "Agree and submit" button to activate when trying to apply to distribute Reader.

I don't think this is anything to do with the Accept button in Acrobat, Adobe Reader. It is the Agree and Submit button on this page:

Unfortunately I can't help, as for me the button is never greyed out (Safari, MacOS 10.5.8).
