Being a newby im looking for software that will allow me to cut out some frames of video's i have and insert them into the middle of another, will this work or any suggestions would be great

If you mean you want to extract a sequence of frames from one video and insert those frames into another video, then Photoshop Elements (PSE) cannot do that. You'll need to look at Adobe's Premiere Elements, which is the video editing program.
