Unfortunately not. The signing key needs to be generated on a Mac.
I made a video about this for the Dreamweaver CS6 New Features workshop that I created for video2brain, and I remember it being a veritable PITA. Although some videos in that course are free, I'm afraid that one isn't.
However, looking back at my notes, you need an iPhone Development Certificate and a provisioning profile tied to your Apple developer account and the device you want to test on. After you've created and installed the development certificate on the Mac, you need to export it. Then, in XCode, you need to connect the testing device (an iPhone, iPod touch, or iPad), create a provisioning profile for it, and export the profile. Finally, you need to upload both exported files to PhoneGap. After that, it's all plain sailing on your PC, but getting to that stage involves a lot of sweat and tears.
