I had the same problem as well but I know how to fix the problem!
I sent an e-mail to Customer Service <customerservice@ononesoftware.com> and explained the situation ( see below). They sent me a reply with a link to download the phototool after I sent them my activation code. It was that easy. Don't mess with Adobe Customer Service. They just tell you to choose a different option.

When I do this I get the follow error
