Publishing bandwith equals flv file size?

I have a recorded flv of a published stream from a webcam on the server that is 1 hour long and 75MB. 

 

Is it safe to say then that we used 75MB of upstream bandwidth?  I mean, FMS is just writing the incoming bytes to a file, correct?
