Why Two Presets Folders?

I just did a clean install of Photoshop CS6 and I notice it created a Presets folder here:

 

HardDrive > Users > "Me" > Library > Application Support > Adobe > Adobe Photoshop CS6 > Presets

(the only other folder in that location is one named "AutoRecover")

 

Of course, I also have my normal customized Presets in the following location:

 

HardDrive > Applications > Adobe Photoshop CS6 > Presets

 

I have always used/modified my presets in the second location listed - so what is the bare-bones Presets folder for in Application Support? What is that needed?

    What if more than one user share a computer and each prefers to use their own custom presets?

    Photoshop ships with some presets, and Apple wants user generated content outside the application folder and inside the user's home directory.

    And under the Mac app store rules, nothing can be modified inside the application directory.

    If you intend to use the migration scripts, do use the user folder.

    I'm wondering if the applications folder is not useful especially for machines with different users that need to share them. (I know that windows have a shared folders, is there such a thing on a Mac?
