I wanted to update my Inspiration Browser for Windows 7 so uninstalled it as it said and when I went to install the newer version it would not install, says "download error" I have tried a million times, NOW WHAT??

Have you tried troubleshooting using the steps listed on this doc ? Although this refers to an older version of Elements(7 actually) but can try the troubleshooting steps(You would also need to uninstall AIR as listed on this doc) listed and let us know the results.

Try downloading and installing outside of the Organizer or Welcome Screen. Uninstall AIR and IB via the control panel. Then do ctrl+alt+delete and open the processes tab in task manager. Highlight any running Adobe application or process and end it. Use the link below and it will install both IB and AIR.

Well I did as this says, stop one Adobe process going on and then clicked on install and it worked or so it looked.
Will let you know. I am learning to do Adjustment Layers and when I do layers and then hue/saturation it has no way of confirming my choices and if I want to do Shadows/Highlights it will not work. How to make this work????
