how to get full version of content themes

Premiere elements 9 installed reduce content themes. to get full set of themes either download by internet or content cd. tried both saying is was successful when open new project still notice

Did you install from physical media, or from download?

What is your OS, in full detail?

This Adobe KB Article goes into more detail on the Additional Functional Content: http://www.adobe.com/special/premiereel/downloads/

Note: there are two files for the Additional Functional Content. One is a 7z (Zipped archive file, that must be Extracted), and the other is the executable to install that Content.
