Creating/consulting text box with more caracters than the field

I want to create a field that is small in size but can accept around 300 caracters. Afterwards, i want to consult the filled up form so i can just pass my mouse on top of the field so it can pop out and show me the 300 caracters in a larger box.

 

Do you know how to create that type of "expandable field" ?

    Maybe a script would do the job. I saw this option in government forms.
