How do you save view settings in pdf?

We created a pdf of our Annual Report from indesign. The pdf will be posted to our website, and we want to be able to view one page at a time rather than a scrolling view. We have tried resaving the pdf with the correct view settings. We also tried to print the pdf from the existing pdf and we checked a box in advanced settings regarding saving pdf settings in pdf. Thus far we have not been able to create a pdf in a more customer facing format. Can you advise?

    File > Properties (ctrl + D)

    Initial View tab - Set the Page Layout and Magnification

     

    Chances are, your local Preference is not honoring this attribute

    Edit > Preferences > General > Documents - Turn off Restore last view settings when reopening documents
