Is there a way to turn a license purchased for CF10 into a license that will work for a CF9 server?

Yes, Adobe does provide for a backward license policy which will allow you to purchase ColdFusion 10 and have customer service generate a license key for the CF 9 version that you need.  It is a fairly straightforward process.  Here is an FAQ DOC and link to the policy information DOC
