You videos and messages don't tell much, try making your video using Illustrator showing what you have done so far and also show a sketch of the final result that you can't achieve in Illustrator.
Without this I can only make a wild guess - pick the Selection tool (black arrow), select your object and drag one of the corners of the bounding box holding Shift key down.
To scale an object to the same height or width of an other object:
1. Select the object with the desired dimension.
2. Copy the desired dimension (from either the height or width field in the Control Panel.
3. Select the object you want to scale.
4. Turn on the proportional chain link between the height and width field.
5. Paste the desired dimension into the appropriate field.
Two pieces of advice:
Take the time to FULLY EXPLAIN what it is you are doing and what you need help with. I, for one, seldom ever click a video in this forum. If you don't have time to fully and clearly explain yourself, why do you expect other users to take time to try to decipher what you're talking about?
READ THE DOCUMENTATION. You're asking about very basic functionality here.

no you're not getting my point.
suppose there's a really complex shapes with all the curves and lines. e.g. a fish.
the only simple shape in it is a circle with horizontal diameter AB = 2mm.
I want that circle to be = 4.2 mm, and the fish size changing accordingly.
I make a line = 4.2 mm and place it on the left of the horizontal diameter of the circle.
then i chose base points from which the fish has to be scaled. i click point A, then B and then the right side point of the 4.2 mm line.
The fish scales accordingly.
The sizes in the control panel bar [horizontal and vertical dimensions] is of the whole fish, and i can't specify size there. since the scaling has to be done with reference to the circular eye.
How about simple math and the Transform Panel? If the fish eye needs to go from 2mm to 4.2mm, it needs to be 2.1 times its current size. Select the entire fish, go to the Transform Panel, click the link to Constrain Width and Height Proportions, multiply one of the dimensions by 2.1, press enter. The eye now has a diameter of 4.2mm, and the rest of the fish is scaled proportionally.
Edit: Or, I suppose, the Control Panel.
You can use the value fields to do simple math for you.

On the image below, the group on the right side is scaled up so that the pentagon in the group is the same height as the star
image 1) With all objects in the group selected, pick Direct Selection Tool (white pointer), click on the lowest point of the pentagon, and drag down until the Smart Guides show a line indicating it's aligned with the lowest point of the star.
image 2) Pick the Scale Tool, first click on the point marked with the red arrow to set the center of scale, then click and drag the highest point of the pentagon following the Smart Guides' line showing uniform scaling until the alignment line with the highest point of the star appears
