I am trying to uninstall Adobe Reader X(10.1.3). I am getting a message that says this patch package could not be opened. Verify the patch package exist and you can access it, or contact the application vendor to verify it is a valid Windows Installer patch package. How do I manually uninstall this so I can reinstall another Adobe Reader?

You haven't told us of any particular reason/issues why would you need to uninstall Reader X nor of any previous troubleshooting steps already taken to that effect.
Before you tried to uninstall v10.1.3, did you try to update it to the latest and current v10.1.4? Or have you tried to "repair" your installation (either from your Windows Control Panel or from within the program) and then tried again to uninstall it?
Anyway, you may (or may not) get same result. Since the Reader Installer uses the Windows Installer technology, that's the error message you're receiving from the Windows Installer program. If you have MSI logging enabled, you can find more detailed information about the error code (probably 1635 ERROR_PATCH_PACKAGE_OPEN_FAILED) in the Windows Installer verbose log file.
This problem may occur if Registry information or files from the Installer Cache is missing, i.e. the locally cached Windows Installer package (.msi) file is missing, damaged or corrupted. If the Windows Installer registry entries are damaged, removing these entries and reinstalling the product may resolve the issue.
You can try to fix it yourself (not recommended) or you can let Microsoft fix it for you automatically. Try here:
