How do I obtain the text colour tool?

Before my HD crash and reload of all programs, I had the Highligth text and Underline tools AND a tool to select the colours for these. Now the select colours tool is gone and I don't see any way to get it back.  Using Adobe 9 Stnd  version 9.5.2.
