How do I get the folder list to go from newest at top to oldest folders at bottom?

As far as I know, Lightroom does not have this feature.

However, in the Grid, you can force the sorting of photos (not folders) from newest to oldest; or from oldest to newest (your choice). In the toolbar at the bottom (press T if it doesn't appear), clicking on the AZ icon reverses the sort order, and the dropdown immediately to the right lets you choose the sort criterion.

Thanks dj.  But all that seems to do is reorder the folder I am in not all the folders

If you click on "All Photographs" in the Catalog panel, and then click on the AZ icon once or twice, it re-orders all photos with the most recent at the top. Still doesn't re-order the sequence of folders.

This is not a problem for me, I don't search for my photos by going to the folder that contains it; I search for my photos via keywords and other metadata. Something to think about.

    Another thought

In the Filter Bar, you can have dates ordered ascending or descending, if that helps at all.

Click on the little icon at the right-hand side of the "Date" column, to see various options. Like this:

One more idea - make it a folder hierarchy, so you just see 2003, 2004, 2005, etc. with subfolders inside them, rather than one huge list of dates.
