PrEl 8 - Videomerge applied to stills

Hello,

 

I'm running Premiere Elements 8 on XP 32-bit. Whenever I drag still images into the timeline, it automatically applies Videomerge to them, and I have to select "Clear All Effects". Is there any way I can drag clips into the timeline WITHOUT Videomerge being applied? It's quite obnoxious.
