how do i i type text over a picture

how do i type text over a photo picture then resize to 8.5x11 chance1@comcast.net

    Just click T tool for type, set font, color and size, position cursor click then type.

    As Curt suggests, the Text Tool will create a new Text Layer, over your Image.

     

    Then, resize, as is required.

    Resize what? The entire image or just the text?

    Image>Image Size

     

    Scaling up can cause quality issues, due to the lack of detail. Photoshop must fill in the blanks. When ever possible always start with a large image.

    Keeping in mind Silkrooster's caveat about the quality deterioration due to resampling, I would suggest also resampling first, and only then creating your type layer in the exact final position and size desired.  There's no reason to resample the text as well as the image pixels.
