You can not convert any image into an html file. An html file is simply a text file that uses tags that can point to an image file.
Web browsers normally accept jpg, png, and gif files, so you can convert your psd file into one of those three formats and let the html file point to it.

i would really take the others and my advice in touching up on the basic fundamentals of HTML and CSS. possible a beginners tutorial that we all posted above. There you can find the dimensions and exact steps.
i have knowledge of HTML & CSS. but when i look tutorials on web about PSD to HTML. they shows via slice select u can make impressive websites. and i followed every steps shown in that then also i have this kind of problem. so base line is that create PSD. then make custom HTML/CSS according to our page and map images back .? how does proffessional web developer make their site? do they follow the steps which u told?
Take a look at the SiteGrinder plugin for Photoshop. My company makes it and it converts Photoshop designs to working websites without slicing. It is very sophisticated.
