A friend of mine just bought a new acer 64 bit laptop and then premier elements 10 from Amazon which she has been unable to install.
Seems as if the download process was interrupted and then restarted. Knowing that I have experience with PE 8 she asked me for my assistance and I noticed that her adobe install folder has a text file (which appears to be a log file) and file named pre10intaller.afp file. However when I try to run this afp file windows pops up asking for the associated program.
Am I correct in my hypothesis that she didn't get the entire download? Or is there something else that needs to happen here.

It does sound like the download was interrupted.
Before your friend begins the installation, from what should be the correct files (note: she should get the program and then the Additional Functional Content files, which needs to be run, after the program has been installed.), let her go over the tips in this article: http://forums.adobe.com/thread/569663?tstart=0
