Hello,
I've tried a custom setting of mine which took an hour or so to render but came out blurry:
Video:
H264
1920 x 1080
Bitrate: 15
VBR, 1 PASS
29.97 FPS
PAL
And audio is just on default with 160 bitrate.
The quality from FRAPS is perfect but as said before when inported in Premiere and then rendered its outputted blurry and jumpy.
Any ideas?

I don't use fraps, so I have NO idea if these previous discussions will help... or not... but free to read

I'm assuming your source is actually 1920x1080 to begin with correct? Or are you saying you tried to simply use 1920x1080 with a bitrate of 15? I just want to make sure I'm following you.
Please tell me what your source footage stats are. Please include all stats like aspect ratio etc. to do this you can use a program like media info

Please list the exact source specs along with the exact ouput specs you used. Or if you upload a test clip I can attempt to try to get good results on my own. I recommend using the program media info to get all the necessary source specs/output results if you want to go that route.
Also please let me know what sequence settings you used inside of Premiere as well. I want to be able to see aspect ratio along with field order etc although I'm assuming it's most likely progressive I just want to be sure so I can help you better.

One suggestion I can think of is to raise your bitrate to like 20 or something, Also though when you pull the footage into Premiere you need to use the bin function of modify>interpet then change the frame rate so it will match your destination/sequence frame rate. You can get to the modify>interpet by right clicking the source file inside your project bin.
I noticed is that the footage is 50fps so I noticed you said that you had exported to 29.97 which might have caused some issues too although I doubt it will cause it too look like your example turned out.
The only thing I can think of other than what I've already said is if you could possibly upload a very short test clip so I could just personally play with the footage and see what it will take to make it turn out correct.
Any free file upload site will work. I'd personally recommend you just create a free adrive account and upload it there. Because they give 50Gb of free storage and all you have to provide is a email. The two min vs. 15 min scenario is strange though to say the least. Try changing it to either a 20Mbps CBR or make it a 2 pass vbr.
The only thing I can think of at this point is to have you upload a test file so I can just attempt to play with it myself and see if I can figure out what is going on here. I sent you a private message with my email address.
So if you want to use adrive and email me a link to a 2min original HQ test clip I'll try to figure out what is going wrong.
Honestly though if you have enough Hard disk space I'd really recommend you trying to use a lossless codec like Lagarith or something visually lossless like DNxHD and see how it comes out looking.
