plz help

when I export my videos the effects are all messed up and not lined up like I set them no matter

what format I use its the same plz help

As Bill says, the quality of your output is based on three things:

1) What model of camcorder your video is coming from and the format and resolution of it.
2) How well your project settings match that video.
3) The settings you chose for your output -- and what you're playing this output on.

It also might help if you were more specific or, even better, offered us a link to a sample of your video. Saying it's "all messed up and not lined" up doesn't really give us much to work with.

Here is the link to the video on youtube http://youtu.be/HOm3P-b6alM I'm
useing premier elements 9 and while I have the progam up where I can edit
the video all the gun flashes are at the end off the guns and flash at the
right times but when I share the video in any format they do not line up
with the end of the guns the sound is fine and I know that my video camera
isn't the best but I don't understand why it looks so good running in the
program and then looks so off after I export it .

You did not answer Steve's questions

What is the exact brand & model camera you use

What is your exact project setting... and is there a red line over the timeline right after you import the video and before you do any work

What is your exact output setting

its not the camrea I worried about its the effects that I put in the video
thats messed up I render the work area often no red line over the work area
I don't know what the exact output setting is I shared it in every setting
available and the effects are still not where I out them in the program.
I'm running premiere elements 9 on a dell xps desktop pc with windows 7 I
don't understand why the effects move around when I export the video
everything looks fine in the program also it crashes alot if I dont save it
very often.

When you first added your clips to the timeline did they have a red line above them then?

So you DID see red lines above your clips when you first added them to your timeline?

yes they are there when I first added the video and when I changed things
in the video

Their initial appearance indicates a mis-match between the Source Clips and the Project's Preset.

They are expected, when one changes much, whether it is an Effect, or maybe some sort of overlay, such as PiP, or even a Transition.

To let us see what the format of your clips are install GSpot, run i and load your video clip, take a screenshot and post it back here.

I thought I'd seen the last of the 'Ghost A/c'. I seem to have two A/c names both linked to the one email address. When I tried to get rid of the 'ghost' there was a message (I don't recall the detail) but it suggested that deleting the one A/c would delete everything tied to my email address. So I didn't do it.

Im not really sure what they did it took them 2 hours to fix it but it had
to do with the advance setting when u share the video and sharing it in
widescreen they saved the settings or I wouldn't know how to redo it
