We're updating an internal application to be cross-browser compatible, so we are ripping out our use of activeX. One of our requirements is editing pdfs in the browser which we were previousy handling using an activex control to embed a windows form application which had acrobat embedded in it. This is no longer an option.
We need another way to allow editing pdfs in the browser that ideally works across most browsers, (so no activex).
This is for a completely custom CRM solution. We handle PDFs sent directly from customers, (RFQs, Orders, etc). When we respond we will often edit the pdf and send it back to the customer, so we might add prices in the quote form they sent us, which frequently makes it easier for them to get it through their processes.
I've tried loading a couple pdfs using acrobat in the browser and the annotations tools are visible but disabled.

This issue would require developer support from Adobe and isn't something the normal support group would handle. I've moved the thread here as some fellow users may already have a solution they can share with you.
I've come up with a solution for our particular situation and thought I'd put it here for someone to stumble on later.
