Some parts of Photoshop are of a fixed size, but you can effect a certain amount of adjustment via the Edit - Preferences - Interface dialog, down in the Text section.  Specifically, look for the UI Font Size field and make it larger.

Be prepared mentally for only limited results, though.  You will not be able to make the UI elements of Photoshop as big as the other applications which follow the Windows UI settings properly.

    Large is a joke!

It's proportional to the screen resolution. The higer the resolution, the smaller the font and panels. With any other app or on FF, all you need to do isCtrl+ or Ctrl- to set the size.

    Not PS.

DxO is on this sytem and while they also do not offer size changes, the initial font and panels are much better, so it can be done.

At times I have to take my glasses off to read the info.

DxO is another photo editing software I use for certain corrections. There is a certain similarity in the look between them so I simply checked that program to see how they handle any font changes. Like Adobe, they have no user adjustments.

IOW, we are stuck with what we see.
