Can't export H.264 file from Premiere Pro CS6

I've tried everything from using Media Encoder and Encore or just direct through Adobe Premiere Pro. I subscribed to Creative Cloud and have most up to date versions of everything. I run Windows 7 64-bit on a newly built computer with 16 GB RAM, Intel Core i7-3770 @ 3.40 GHz. Graphics through AMD Radeon HD 7770. I'm very new with video editing, so I probably don't have something set up correctly, but I can't encode or transcode the files from my Sony HDR-XR260V without the system freezing. I was able to export an .AVI file, but quality was pretty poor considering what I should be able to do. Any guidance is greatly appreciated.

    Only H.264 causes the system lock up?  MPEG2 works OK?  Flash formats?

    OK.

     

    Next try creating an H.264 using some different media, something I-frame based like DV, DVCPRO HD, AVC-I, etc.
