CS 6 causes threshold problems

I know this sounds strange, but If I use the cropping tool or the ruler to straighten out a horizon, my threshold layer comes up as a levels layer instead.

If I go and use the threshold layer then using the eyedropper first it works fine.

    That DOES sound very odd...  Could you please post a screen grab (e.g., saved as a JPEG) so that we can see just what you mean by "comes up as a levels layer instead"?

    On A PC with 13.0.1 installed I have tried adding the thrshold layer before and after doing a straiten using the crop tool and the ruler tool. every time I double click on the thrishold layer in the layers palette the propert panel opens showing a threshold adhustment dialog.
