Is there a way to keep "stroke" constant ?

I have a picture.  I put a stroke on it, because I want a frame around it.

 

I set the stroke to "4pt"

 

But when I adjust the picture smaller (using SHIFT + APPLE + drag) the weight of the stroke gets smaller.

 

When I adjust the picture bigger (using SHIFT + APPLE + drag) the weight of the stroke gets bigger.

 

Is there a way to have a frame that is kept constant?
