In edit/preferences you can change this.

Curt, is Ps for Windows different to Ps for Mac in this regard? On my Mac, the transform fields default to pixels for X and Y, and percent for W and H, regardless of the units selected in preferences.

According to my source "You can set your default units in your preferences, you can also right click on any dialog box or your document's rulers and choose the units you'd like."  Unless I interpreted the question incorrectly.

Conroy,I checked the Info panel in Windows PS CS6. There is a down pointing arrow to the right of the crosshairs sign next to the  XY symbol and that is a units pull down menu. No matter what unit I select it will be the same for XY and WH,even in the HUD indicator and that does include Free Tranform.

Should be the same for the Mac versions.

This  conversation got me curious and I had to see for myself.

We could be talking about different things. I meant the fields in the Options bar when in Transform mode. See screenshot.

They always default to px for X and Y, and % for W and H, regardless of the units setting in Preferences.

Same in the Transform Options bar here.. You can also right-click on the W and H "px" and "%" units  in that options bar to change it to the units you want, but close up the file and exit PS,it will default to px and percent.  I have no idea why it was engineered that way,but yes that's it in Windows version also.
