Even if CSS is internal, at the start of the same html page, I believe DW's default is to only look externally (so then the default needs to change).
Uh... where on Earth did you get this idea?
Dreamweaver can see CSS from an external file, embedded at the top of the page or inline with the HTML code -- assuming the code/file paths don't have errors in them. That is the default. So there is nothing to change.
If Design View can't render the page at all, something is wrong with the code.

DW will find CSS when the job is correctly set-up, Layout CSS default settings should also be checked out. I inherited this job and experienced the same display issues as JeanaNYC.
YES file path was broken, NO there wasn't anything wrong with the code itself (which may, or may not, be the same issue for JeanaNYC):
