Windows frame covers top menu bar

On top is the menu bar being covered by a black default windows explorer frame. If I hover over the different drop down menu names, it will reveal each of the hovered-over menu names but keep the rest of the black bar (like a scratch-off ticket).

On the bottom is what the menu bar should look like.

 

This issue seems to occur whenever Illustrator isn't in full-screen mode, and I switch out from Illustrator to another application and back.

If I reposition the entire Illustrator window, it will disappear (because it is forced to regenerate the frame, I guess), but it comes back if I move to another program window.

 

I'd appreciate any help I could get with this!
