Techniques to correct this blurred image.

Shot by a phone camera.I think the child who clicked couldn't focus & couldn't keep still...Not an easy job to fix this,at least i can't.Any ideas? A big thanks in aadvance for this.

    Sorry, the image is too tiny and has very low resolution to withstand much manipulation.

     

    This is the best I could do without really wrecking it, and the end result is, as expected, poor.

     

    I applied JPEG REpair first, then capture sharpening with PhotoKit Sharpener, then output sharpening for web with PhotoKit Sharpener, and finally Smart Sharpen faded to Luminosity 95%.
