Sorry, the image is too tiny and has very low resolution to withstand much manipulation.
This is the best I could do without really wrecking it, and the end result is, as expected, poor.
I applied JPEG REpair first, then capture sharpening with PhotoKit Sharpener, then output sharpening for web with PhotoKit Sharpener, and finally Smart Sharpen faded to Luminosity 95%.

But i am sorry to say you have ruined it more.Very clearly you can see the drastic effects or the changes..Eyes are not at all visible now and the texture & color has worsened.I don't know much but casually i did it & i am posting that picture.I am not at all satisfied with my image too but just to compare and discuss..After this only one can decide to do some touch ups like on lips,eyes,teeth etc but that is a different thing.I did nothing actually,just after using smart sharpen filter,i used smart blur a little,little levels(second slider below) and then kept the original copy on top with reduced opacity..that is it.Though i can reduce more as needed..
