override text frame

I've forgotten how to do this, but I have a bottom layer locked. And a top layer, unlocked. Attempting to position a "coverup" graphic on the top layer - but it is reacting to my layout from the layer below.

Almost like when one used to have to remove 'runaround' in the old Quark program...

 

How do I override this so that my coverup is truly a coverup that I can place with ease?

    Is this coverup a rext frame? Go to toext frame options and check the Ignore Text Wrap box...
