I wasn't able to find any filters or actions that acheive this effect, but here's a quick tutorial on how to replicate this effect manually: http://arts-photoshop-tutorials-and-more.blogspot.com/2010/05/how-to-m ake-glitter-effects-in.html
You can play around with adjusting the transparency of the lines to get a more "natural" look.
Once you're done creating the star effect, you can make it into a brush by going to Edit > Define Brush Preset...

This Image is by jonnyfixedgear. Essentially this is what I have in my picture. A sunrise scene. I plan to obtain a filter and reshoot this scene, but thought it would be kneet to see what it looked like in PS. I have seen an addon which sells for about $50. Before I spend money I wanted to see if any of the programs that I have has a CS/Star effect filter built in.| -
