Movie does not stop on frame with stop code

Tags:I am building my first website in flash. My problem is my movie does not stop on the frames I have inserted a stop action code in.
I designed and imported elements here in Flash and from AI, moved the pages to different frames so that they do not overlap. Then I clicked on the frame I want each page to stop. I applied a stop code from the code snippets and below you can see that they do exist in each frame I want to stop in. Why does it not stop?
