Tools Hot Key Not Cycling Through Same Tool Subset

On one of my PCs the hot key for tools will take me to that group of hot keys. However, repeated hits on the same hot key does not cycle through the subset of the tool group. Is there a setting somehwere that I'm not seeing that will allow this?

Repeated hits dont work for cycling through subsets.

You should use 'Shift + hotkey' to cycle.

In addition to the above you can also set the preference in Edit>Preferences>General. Uncheck Use Shift Key for Tool Switch

That's it. Didn't realize the Shift key was involved.
