I have buyed a Macbook Pro Retina, on Mountain Lion 10.8.2, and when i've tried to open a .psd with photoshop i can't do anything, the interface just froze.
I've tried the latest version, by downloading it right from Adobe's web site, but the issues were still there. The most awkward part is, the previous version work nice, CS4 and CS5 are working great so far, only the latest doesn't work, i've took screenshot and video...
If the GPU option is off, and it's still drawing that badly -- you may have something else on the system interfering with basic drawing, an OS bug, or a defective machine.

Deinstall Photoshop and reinstall it again. Don't update to 184.108.40.206 unless you have tried 13.0.0
I had the same issues... Photoshop was completely unworkable on my MBPr while working on the Retina Display. Severe graphical glitches.
External Displays were fine.
I reloaded Photoshop 13.0 again... and it worked.
Running OSX 10.8.2.
Seems like the culprit would be the Photoshop-Update (being on 13.0.1 myself ) not the 10.8.2 OSX Update like some comments in different forums suggested.

I have same problem like you before. For me, the reason it happened is because of I used an app called Retinizer to change the Font of Photoshop. I used the some app to de-retinize the progrem, problem solved. If you have also used Retinizer, that will be your solution.
I've actually used this app, but when i saw Photoshop didn't work, i've uninstalled photshop and installed it again, but it still didn't work.
So I've restored my computer, install photoshop on 10.8 then make update and photshop works.
You maybe right, but I don't want to try =)
I've the same problem too!
I encountered the problem, that Photoshop and some other programs suddenly turned out to have the option low resolution checked and grayed out. (file info box)
Photoshop got pixelated. I then added the NSHighResolutionCabable boolean set to true in the info.plist. Photshop UI now was opening at a correct resolution. Opening a file or creating a new one brings above failure.
My question at this point: has anyone installed the NVIDIA CUDA driver or updated it ?
