Why does "Audio Gain" window default to "adjust gain by___"

I upgraded to cs6 from cs4.  In CS4 when I selected "audio gain" a window comes up with several options.  The top option "Set Gain To" would be selected by default and I could type in the gain I wanted.  In CS6 it now defaults to having "Adjust Gain By."  Is there a way for me to change the default so that it goes back to automatically selecting "set gain to"?
