For a while Illustrator wouldn't open without an error message. Then after a while I couldn't click open a pdf file. I had to right click "open with". So, I tried reinstalling the whole package. It errored with message 1603. The installation of Adobe Flash, Illustrator, Photoshop, and InDesign failed to load some components. I unstalled the whole package and reinstalled with all security and firewall shut off. It still errored with the message 1603 and I still have the same issues with pdfs. What to do?

uninstall, run the cleaner (http://www.adobe.com/support/contact/cscleanertool.html), restart you computer and then re-install.

didn't help. When I right clicked on the tool, I selected Run as Administrator... a black window came up briefly and disappeared with no instructions or prompts. I clicked it a couple of times, but still the same thing. I'm reinstalling the cs4 and it did the same thing that it won't install all Adobe Flash, InDesign, Illustrator, or Photoshops.

you may have so many problems now that rolling back your computer to a time before your problems started would be the best route to go.

Jeannie6830 did you try the document which Mylenium referenced in message #2?  There are quite a few more steps listed beyond running the CS Cleaner Tool.
