I deactivated Creative cloud on my old computer, but my new computer won't let me active the Creative cloud. I do have it on one other computer. I am working in Windows 7.

my new computer won't let me active the Creative cloud.

Do you get any error message or so ?

What exactly happens.....

If you are getting the error "too many activation" then you have to follow Ned's suggestion given in post prior to this.
