Help with download from creative cloud

Hello, I am trying to download Dreamweaver from Creative Cloud.  The non-profit I work for pays for it every month.  It is not currently intalled, and every time I go to download it the adove download system says "Dreamweaver is a desktop app so you'll want to download it from your computer"

...so I called Adobe to ask for help and they said they would charge me to help...but that is just absurd.  I just need to download the program.  Can anyone help?  Thank you!

A similar thread appeared in the Creative Cloud forum the other day.  The original poster (OP) went to Live Chat where he received instructions to delete and rename some files on his computer. This solved the download problem.
