Can't find android connected device in debug

I'm currently trying to debug with an HTC one and have no idea how to solve this issue. I've tried the following and it just always says flash builder can't find a connected device.

  • installed latest htc one sync manager although it seems to crash when detecting device (may or may not be related?)
  • updated to air 3.9
  • updated the following files in air 3.9 to the latest in android sdk
  • dx.jar
  • aapt
  • adb
  • manually running adb and asking for devices connected shows the htc one connecting fine
  • running android file transfer works fine

I'm starting to run out of things to try here and was wondering if anyone had any ideas on how to fix this?
