How do you create mouse-over balloon pop-up help menus for context sensitive help using Word files?

Can you define 'balloon pop-up'? What kind of behaviour are you expecting?

How are you using Word files? Importing or linking?

Importing. By balloon pop-up, I mean if you roll the mouse over an item on the UI of an applications (such as the column heading of a table), a text description of the contents of that column "pop-up" on the screen on the column heading. When you move the mouse away, the "pop-up" or balloon disappears.

Of course I could be wrong here, but this sounds like something that would totally fall into the application developer's lap.
