Settings manager grays out "Allow third-party Flash content to store data on your computer"

I'm using Linux 3.13.6 with Firefox 28.0 and the Flash Player 11.2.202.346. If I'm going to http://www.adobe.com/support/documentation/de/flashplayer/help/settings_manager03.html I'm seeing that the option "Allow third-party Flash content to store data on your computer" is grayed out (and enabled) so that I can't change it. The same happens also with Chrome 33.0.1750.152 and the Flash Player 12.0.0.77. ~/.macromedia and all sub-directories have enough permissions and even deleteing this folder doesn't change anything. Has somebody an idea how I can change this option in the settings manager?
